AND finally, it was ratified.
With only about less than thirty-five (35) Alumni who came, the New Constitution and By-Laws of Holy Trinity Academy Alumni Association (HTAAA) was finally promulgated and ratified last January 3, 1999 at the Holy Trinity Academy building. It was just the first step to a bigger plan of the association, that of becoming a member of the Securities and Exchange Commission (SEC).

The idea of having a Constitution was first conceived by Samuel Lim, the current President of the association. In this way, the association will be able to register to the SEC and therefore, will be able to negotiate in the future with other non-governmental organisations (NGOs) for the association's other projects.
Engr. Tiburcio "Bongbong" Bullecer, Jr., Vice President of the association, presided the General Assembly which was called specifically for the ratification. The current Alumni President, Samuel Lim, was not available since he is based in Cebu City.
WELL-RECEIVED
Among the well-received article (Article VI) of the new constitution was on the selection of its officials and personnel. "The association will not be effective enough if its officers and personnel are based outside Bohol," commented Bullecer, also currently the Vice Mayor of Loay. "It is just fair to consider the immediate availability of the officers." Presently, the association has officers which are based outside Bohol. As stated in Article VI, Section 2, "All officers of the association shall preferably be Loay-based but not outside Bohol alumnae or alumnus in order for them to be effective in the discharge of their tasks and responsibilities."
Another article of the constitution which was given much attention was the Definition of a Quorum. "When can we say that there is a quorum?" asked Ayuban, Loay SK President. He added that it is important to note this definition because only few alumni attend meetings. "We cannot ammend or elect officers with only a few alumni attending," he added. LOW TURN-OUT
The General Assembly turned out to have very low attendance. Some say it is because of lack of informations regarding the assembly. Organizers failed to post announcements on strategic places. A letter was sent several months ago and not all alumni received it. But the general perception is that the low turn-out is probably because some alumni are not interested in the association. "They may also be very tired since it was held after the New Year," said one alumnus.
As stated in the new constitution, the next election will be held on May 16, 1999, a Pentecost Sunday, at 10:00 A.M. at the HTA building. This date is chosen since many Loayanos outside Loay will be coming home for the town fiesta on May 23, 1999. In this connection, the officers of HTAAA are calling all alumni to attend the next election.
